22 countries adopt declaration for human control of AI and explore global oversight body

Twenty-two countries and the European Union adopted a declaration on the sidelines of the UN General Assembly stating that frontier AI must remain under human direction, oversight and control. The text calls for common standards, mandatory pre-deployment testing, independent evaluation, shared incident reporting, and exploration of an international institution able to set standards and convene states when capability thresholds are crossed. The United States and China did not sign; the declaration remains open for further endorsement.
